1. A pressure-regulating valve comprising:
a tube section having an inner side defining at least a portion of a passageway;
a throttle defining a throttle plane, said throttle pivotably mounted in the tube section, the throttle being pivotable about
a pivot axis between an open position and a closed position;
an actuator coupled to the throttle to pivot the throttle between the open and closed positions;
a through-passage extending through the throttle perpendicular to the throttle plane, wherein the through-passage widens at
a first end and at a second end; and
a valve located within the through-passage opening and operable as a pressure relief valve when the throttle is in the closed
position.
