1. An apparatus for performing at least resolution conversion on a first signal, thereby generating a second signal, and for generating a third signal from the second signal, said apparatus comprising:
parameter-converting means for generating a second parameter from the second signal based on a first parameter contained in the first signal, wherein the second parameter is required to generate the third signal from the second signal; and
signal-generating means for generating the third signal from the second signal by using the second parameter, wherein:
the first signal is a first image signal generated by decoding a first encoded image signal that has been obtained by performing motion prediction on each block composed of a plurality of pixels;
the second signal is a second image signal generated by performing resolution conversion on the first image signal;
the third signal is a third image signal generated by encoding the second signal by means of motion prediction on each block composed of a plurality of pixels; and
the parameter-converting means converts the motion vector included in the first parameter, to all or some of motion vectors that are required to generate a third encoded image signal from the second image signal.
