1. A method for managing access of a User Equipment (UE) to a wireless network via unlicensed spectrum, the method comprising:
receiving, at the UE via the unlicensed spectrum, one or more signals respectively generated by one or more cells of the wireless network, each signal of the one or more signals including respective one or more bits having respective values that indicate respective presences or absences of one or more uplink access constraints determined by a respective cell that generated the each signal;
determining, by the UE, a set of cells, of the one or more cells, for which the UE respectively meets all uplink access constraints, the determining based on the values of the one or more bits of the one or more signals;
selecting, by the UE from among the set of cells, a serving cell of the wireless network; and
connecting, by the UE, to the selected serving cell.
