1. A controller for a multi-level converter, comprising:
an error signal generator generating an error signal according to a difference between a feedback voltage proportional to an output voltage of the multi-level converter including a plurality of switches and a reference voltage;
a ramp signal generator generating a ramp signal;
a ramp signal adjuster adjusting a slope of the ramp signal according to a difference between a first voltage proportional to the output voltage and a second voltage proportional to a voltage of a flying capacitor; and
a pulse width modulation (PWM) signal generator generating a PWM signal for controlling a first switch, among the plurality of switches, by comparing a SAW signal generated based on the ramp signal with the error signal.
