1. An apparatus comprising:
at least one processor; and
at least one memory storing instructions that, when executed by the at least one processor, cause the apparatus at least to:
determine at least one parameter used to determine an energy cap for a time period for at least one network node within a cluster of at least one network node comprising the at least one network node;
determine an energy cap for the cluster for the time period, based on the at least one parameter;
determine the energy cap for the time period for the at least one network node within the cluster, based on the energy cap for the cluster for the time period;
wherein the energy cap for the time period for the at least one network node is determined so that energy consumed by the cluster during a time window comprising multiple time periods does not exceed an energy constraint, the multiple time periods comprising the time period;
determine a remaining available energy budget for the time period by subtracting an actual energy consumption of the at least one network node during at least one previous time period from the energy constraint;
determine a value by applying a fairness level to a portion of the energy constraint, wherein the portion of the energy constraint is determined based on a number of at least one remaining time period, and wherein the at least one parameter comprises the fairness level; and
determine the energy cap for the cluster for the time period as the value subtracted from the remaining available energy budget; and
transmit the energy cap for the time period to the at least one network node within the cluster at a beginning of the time period.
