1. A method comprising:
receiving, by a network device of a radio access network, downlink data;
generating, by the network device, a pilot signal that includes a quality of service flow identifier (QFI) value, and when received by an end device, causes the end device to wake-up from a discontinuous reception (DRX) mode;
transmitting, by the network device, the pilot signal to the end device to which the downlink data pertains; and
transmitting, by the network device, the downlink data to the end device.
