1. A water- and oil-repellent agent for fibers, comprising:
a bottle brush polymer having a structure represented by the following formula (1):

wherein
R1 is H or CH3;
R2 is a divalent organic group;
R3 is a polymer chain having a structure represented by the following formula (2):

wherein R4 is H or CH3; R5 is a C16-C40 monovalent hydrocarbon group; and n is an integer of 10 to 1000;
m is an integer of 10 to 5000; and
wherein the bottle brush polymer contains bromine atoms, chlorine atoms, and iodine atoms in a total amount of 0.01 to 30% by mass.
